Marina ortamlar\u0131nda ise bu risk, teknelerin birbirine yak\u0131n konumland\u0131r\u0131lmas\u0131 ve ortak altyap\u0131 kullan\u0131m\u0131 nedeniyle daha da artmaktad\u0131r.<\/p>\n\n\n\n<p>Rekreasyonel teknelerde meydana gelen yang\u0131nlara ili\u015fkin en g\u00fcvenilir veri setlerinden biri olan ABD Sahil G\u00fcvenli\u011fi (US Coast Guard) istatistikleri, bu t\u00fcr olaylar\u0131n temel nedenlerini a\u00e7\u0131k \u015fekilde ortaya koymaktad\u0131r. USCG verilerine g\u00f6re tekne yang\u0131nlar\u0131 a\u011f\u0131rl\u0131kl\u0131 olarak elektrik sistem ar\u0131zalar\u0131, makine ve tahrik sistemi problemleri ile yak\u0131t sistemine ba\u011fl\u0131 nedenlerden kaynaklanmaktad\u0131r (USCG, 2022). ISO 9094 standard\u0131na g\u00f6re makine i\u00e7eren hacimlerin sabit bir yang\u0131n s\u00f6nd\u00fcrme sistemi ile korunmas\u0131 gerekmektedir (ISO 9094, Madde 5.5). Bu gereklilik, s\u00f6z konusu alanlarda yang\u0131n\u0131n manuel m\u00fcdahale ile kontrol alt\u0131na al\u0131nmas\u0131n\u0131n \u00e7o\u011fu zaman m\u00fcmk\u00fcn olmamas\u0131ndan kaynaklanmaktad\u0131r. Bununla birlikte saha uygulamalar\u0131nda bu sistemlerin aktif olmad\u0131\u011f\u0131, bak\u0131m\u0131n\u0131n yap\u0131lmad\u0131\u011f\u0131 veya do\u011fru \u015fekilde tasarlanmad\u0131\u011f\u0131 s\u0131kl\u0131kla g\u00f6zlemlenmektedir. Marina ortam\u0131nda ise bu riskler, karadan besleme (shore power) sistemleri, y\u00fck dengesizlikleri ve sonradan yap\u0131lan kontrols\u00fcz modifikasyonlar nedeniyle daha da artmaktad\u0131r. \u00d6zellikle teknelerde zaman i\u00e7inde yap\u0131lan ilavelerin mevcut elektrik projelerine i\u015flenmemesi, sistemin tasar\u0131m s\u0131n\u0131rlar\u0131n\u0131n a\u015f\u0131lmas\u0131na ve dolay\u0131s\u0131yla yang\u0131n riskinin y\u00fckselmesine neden olmaktad\u0131r.<\/p>\n\n\n\n<p>Yang\u0131n g\u00fcvenli\u011finde en kritik unsur, yang\u0131n\u0131n erken a\u015famada tespit edilmesidir. Is\u0131, duman ve gaz sens\u00f6rleri ile donat\u0131lm\u0131\u015f sistemler, yang\u0131n\u0131n ba\u015flang\u0131\u00e7 a\u015famas\u0131nda m\u00fcdahale edilmesine olanak tan\u0131maktad\u0131r. Bununla birlikte uygulamada bu sistemlerin ya hi\u00e7 bulunmad\u0131\u011f\u0131 ya da entegre bir \u015fekilde \u00e7al\u0131\u015fmad\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Modern yang\u0131n g\u00fcvenli\u011fi yakla\u015f\u0131m\u0131nda alg\u0131lama sistemlerinin yaln\u0131zca lokal alarm \u00fcretmesi yeterli g\u00f6r\u00fclmemekte, ayn\u0131 zamanda uzaktan izleme sistemleri ile entegre olarak kullan\u0131c\u0131ya anl\u0131k bildirim sa\u011flamas\u0131 ve otomatik m\u00fcdahale mekanizmalar\u0131n\u0131 tetiklemesi beklenmektedir. Temiz gazl\u0131 s\u00f6nd\u00fcrme sistemlerin etkinli\u011fi, do\u011fru hacim hesaplar\u0131n\u0131n yap\u0131lmas\u0131na ve korunan alan\u0131n s\u0131zd\u0131rmaz olmas\u0131na ba\u011fl\u0131d\u0131r. Bu ko\u015fullar sa\u011flanmad\u0131\u011f\u0131nda sistemin varl\u0131\u011f\u0131 teorik olarak yeterli olsa da pratikte etkisiz hale gelmektedir. Bu durum, yang\u0131n g\u00fcvenli\u011finde tasar\u0131m ile uygulama aras\u0131ndaki fark\u0131n kritik \u00f6nemini ortaya koymaktad\u0131r.<\/p>\n\n\n\n<p>Marinalarda yang\u0131n g\u00fcvenli\u011fi yaln\u0131zca teknelerle s\u0131n\u0131rl\u0131 olmay\u0131p, ayn\u0131 zamanda marina altyap\u0131s\u0131n\u0131n etkinli\u011fine de ba\u011fl\u0131d\u0131r. ICOMIA taraf\u0131ndan yay\u0131mlanan marina g\u00fcvenlik rehberlerinde yang\u0131nla m\u00fccadele sistemlerinin eri\u015filebilir olmas\u0131 ve d\u00fczenli olarak bak\u0131m\u0131n\u0131n yap\u0131lmas\u0131 gerekti\u011fi vurgulanmaktad\u0131r. Benzer \u015fekilde PIANC rehberleri, yang\u0131n sistemlerinin operasyonel olarak haz\u0131r durumda olmas\u0131n\u0131n marina g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan kritik oldu\u011funu belirtmektedir. Buna ra\u011fmen uygulamada bir\u00e7ok marinada yang\u0131n sistemlerinin yaln\u0131zca mevzuat gere\u011fi kuruldu\u011fu, ancak \u00e7al\u0131\u015f\u0131rl\u0131klar\u0131n\u0131n d\u00fczenli olarak test edilmedi\u011fi ve personelin yeterli e\u011fitim almad\u0131\u011f\u0131 g\u00f6zlemlenmektedir. Bu durum, mevzuata uyum ile ger\u00e7ek operasyonel yeterlilik aras\u0131ndaki fark\u0131 a\u00e7\u0131k\u00e7a ortaya koymaktad\u0131r.<\/p>\n\n\n\n<p>Marina ortamlar\u0131nda teknelerin birbirine yak\u0131n konumland\u0131r\u0131lmas\u0131, yang\u0131n\u0131n h\u0131zl\u0131 \u015fekilde yay\u0131lmas\u0131na neden olan en \u00f6nemli fakt\u00f6rlerden biridir. Elektrik sistemleri, makine dairesi, alg\u0131lama ve s\u00f6nd\u00fcrme sistemleri ile marina altyap\u0131s\u0131 aras\u0131ndaki etkile\u015fim dikkate al\u0131nd\u0131\u011f\u0131nda, yang\u0131n g\u00fcvenli\u011finin ancak b\u00fct\u00fcnc\u00fcl bir sistem yakla\u015f\u0131m\u0131 ile sa\u011flanabilece\u011fi anla\u015f\u0131lmaktad\u0131r.
