CE MARKING

Since 8 January 2026, Construction Products Regulation No. 2024/3110 (CPR 2024) has been in force alongside the historic Construction Products Regulation No. 305/2011 (CPR 2011).

These regulations require construction products to be CE marked in accordance with harmonised technical specifications1. These specifications indicate the system for assessing and verifying constancy of performance (AVCP according to CPR 2011) or the system for assessment and verification (AVS according to CPR 2024) to which the product is subject.

The system specifies the tasks incumbent upon the manufacturer (M) and those incumbent upon the notified body (NB): a certification body, a validation body and/or a laboratory.

A product is subject to Regulation RPC 2024 only if the harmonised standard (hEN) has been revised and published in the Official Journal of the European Union after 8 January 2026.

Efectis (Notified body 1812 and 2184) is a Notified Certification Body (NBC), a Notified Laboratory (1234, 1812 and 2184) and horizontally notified for fire testing in accordance with Construction Products Regulation No. 305/2011/EC. Products covered include smoke extraction systems, construction glass, protective products, fire dampers, insulation products, door sets, etc.2

Efectis, with its triple expertise in testing, inspection and certification, issues certifications based on assessments (tests and inspections) carried out by Efectis teams or at the request of manufacturers (and subject to approval), based on tests carried out by other notified and/or accredited laboratories.

Efectis is notified for the CE marking of construction products under CPR 2011.
Efectis Certification has been issuing CE marking certificates for manufacturers of construction products in the European Union and other countries for nearly 20 years.

The team is also involved in the working groups of European notified bodies, particularly in the following groups:

  • Advisory group of Notified Body (AG-GNB): Efectis is an active member
  • Horizontal groups: fire (SH02) and environmental sustainability (SH03)
  • In particular, the sectoral groups:
    • SG05 – Cladding and curtain walls

ukca marking

Efectis UK / Ireland is accredited to ISO/IEC 17065:2012 from UKAS, Approved Certification Body n°2822 for Great Britain, and Notified Certification Body n°8003 for the Northern Ireland single market. The notification relates to the application of the Construction Products (Amendment etc.) (EU Exit) Regulations 2020 N°1359, for a wide range of products – see UKAS Schedule of Accreditation.

Supplying construction products to the GB market

To affix the UK marking, businesses must comply with all relevant requirements under the Construction Products Regulation 2011, as retained in UK law.

Until the 31st of December 2027, products can continue to be supplied to the GB market without any need for reassessment or re-marking if EU requirements are met (including CE marking). To affix a CE mark, any third-party conformity assessment must continue to be carried out by an EU recognised Notified Body during this time. In addition, products that meet NI rules (including CE marking or CE & UK(NI) marking) can be supplied to the GB market. Businesses should prepare for these provisions to end on 2027.

Efectis, with its three strong competencies: testing, inspection and certification, provides the certification services. The certification is based on evaluations (testing and inspections) performed by Efectis entities/teams or, on the request of manufacturers and subject to approval, on testing performed by other notified and/or accredited laboratories.

Efectis UK / Ireland working closely with other Notified Certification Bodies from within Efectis Group, has established a route to access both the GB and EU market, depending on clients’ requirements and needs.

In addition, when products are not covered by a harmonized standard, certification is not compulsory. However, when the market is requiring a certification, Efectis can certified the performance of the product by a voluntary certification ‘Efectis Certified ‘.

VOLUNTARY CERTIFICATION

Efectis Certified: Efectis’ certification mark. This certification covers product certification and service certification.

These voluntary Efectis certifications are offered in collaboration with professional organisations and various companies in the construction industry. They enable companies that wish to do so to promote their products and expertise:

  • Product certification for additional fire performance not covered by CE or UKCA marking, or to open up access to other geographical areas outside the scope of CE/UKCA where Efectis Certified is recognised as third-party certification.
  • Certification of a service such as the installation of passive and active fire protection products, etc.
CERTIFICATION in middle east

Efectis is recognized by the UAE, Qatar, Bahrain, Kuwait, Oman and Saudi Arabia for certification of construction products with the fire performance ratings. This product certification is reserved for manufacturers willing to promote their products in these areas.

AUDITS & INSPECTION

Efectis acts as an inspection body in the context of third-party assessments required to obtain and maintain CE marking, NF marking, or professional qualifications.

Specialising in fire safety, and more generally in construction products subject to Construction Products Regulation 305/2011, our inspectors act on behalf of our Certification department, but also on behalf of other notified and certifying bodies such as AFNOR Certification, CTICM, TÜV Rheinland, Technical Research Institute of Sweden (SP), Institut Für Industrieaerodynamik (IFI), and QUALIBAT.

They can be involved in the assessment of:

  • Fire safety products (such as fire-resistant doors, DENFC, fire dampers, smoke extraction shutters, compartmentalisation screens, smoke and heat extraction fans, relay boxes, fire protection products, fire-resistant metalwork, DAC-DCM)
  • Steel and aluminium metal construction products (such as street lighting columns, structural elements and construction kits, prefabricated construction units, hollow construction profiles)
  • Glass in construction (such as laminated glass, insulating glass, toughened glass, glass ceramics), regardless of the declared performance.

With over 15 years of experience in assessing the compliance of quality management systems and production control systems in accordance with national and international standards, Efectis can also assist you in developing and maintaining your Quality Management System.

Our team is also available to assist organisations, laboratories, manufacturers’ associations, installers and users with inspections relating to manufacturing, distribution and market surveillance processes, and the control of their subcontractors and suppliers.

The Inspections department, composed of multi-skilled, multilingual staff located throughout France, is accredited according to the NF EN ISO CEI 17020 standard.
